About DVS
The mission of the Department of Veterans’ Services is to connect, mobilize, and empower New York City’s Veteran Community in order to foster purpose-driven lives for New York City Service Members – past and present – in addition to their caregivers, survivors, and families. DVS fulfills this mission by providing New York City’s approximately 200,000 Veterans with essential services and programs focused on pivotal areas such as economic empowerment, housing security, benefits, health and wellness, and culture.
DVS Information Technology (IT) is responsible for overseeing DVS technology, privacy, cybersecurity, infrastructure, system management, data management, data analysis, and telecommunications to ensure the security of, and enhance, DVS operations and service delivery to New York City’s veterans, employees, and visitors. DVS IT is responsible for operating, maintaining, and securing IT infrastructure and systems with DVS that affect its’ employees and its direct services to the veteran community. DVS Information Technology unit is responsible for operating, maintaining and securing IT infrastructure and system with DVS that affects its’ employees and its direct services to the veteran community. DVS IT is also responsible for overseeing and management its main system – VetConnectNYC. The platform links clients to DVS services including housing and benefits navigation as well as linking clients to services from DVS partner organizations, including veteran service organizations, non-profit community organizations, and government agencies. The VetConnect Coordinator will be primarily responsible for facilitating veterans and their family members accessing federal, state, and local veterans benefits via the VetConnectNYC platform.
The VetConnect Coordinator will play a key role for the Information Technology team and report directly to the Chief Information Officer and work closely with unit other DVS IT Team members and as well as other units. This position will be responsible for relationship management for service providers and vendors, conducting and participating in data analysis, program reporting, research, and program evaluation activities to support veteran’s programs and policies designed to engage with the veteran community. The VetConnect Coordinator will engage with stakeholders in the veteran and military communities in the City of New York, including key veteran stakeholders and organizations to enroll them as service providers on the platform.
In addition, the duties will include, but are not limited to:
- Service Provider Liaison: Serves as a facilitating link between the veteran and military family community in NYC and the veterans’ services offered by DVS and other veterans’ service providers the city.
- Service Provider Coordination: Build and coordinate relationships with service providers to be enrolled on VetConnect NYC Platform. Responsible for facilitating external referrals to non-DVS resources (i.e. culture, income support, individual &family support, sports & recreation, utilities, wellness, etc.). Responsible for assisting with referrals to DVS resources (housing, benefits navigation, employment, education, and entrepreneurship).
- Service Provider Performance Monitoring: Tracking service provider performance against agreed-upon metrics like quality, delivery times and providing feedback is essential.
- Service Provider Issue Resolution: Addressing any problems or discrepancies that arise with service providers promptly and effectively. Communicates the concerns of veteran’s community and stakeholders about the Vitronectin platform To DVS leadership, manages and maintains a presence at the DVS headquarters to address issues that arise with the platform, and serve as a liaison to both government and nongovernment veterans’ services providers.
- Strategic Sourcing: Identifying and selecting new service providers that align with the organization’s needs and objectives.
- Service Provider Compliance: Ensuring service providers adhere to policies, regulations and legal requirements.
- Program Evaluation: Develop evaluation plans for each DVS program and initiative; analyzing data in support of agency research and program evaluation efforts.
- System Management: Ensure access levels and programs are up to date and troubleshoot any issues with DVS IT Team.
- System Quality Assurance: Access backend database and perform database query scripting to verify test data. Perform QA testing such as functional, regression, usability, integration, cross browser compatibility, mobile, and backend testing.
- Data Management: Create data collection, management, and tracking tools to capture the relevant data related to the processes and outcomes of the initiatives. Support in developing techniques and protocols for quality data collection to ensure adequacy, accuracy, and legitimacy of data.
- Reporting: Prepare administrative, operational, and public information reports on a weekly, monthly, and annual basis for distribution internally/externally. Implement dashboards and data access across the Agency, and where applicable with external stakeholders.
- Research: Conduct extensive research including reviewing data from internal/external resources. Suggest research findings to improve agency statistical methods. Research and identifying new systems and tools for supporting the role of data and reports.
- System Quality Assurance: Access backend database and perform database query scripting to verify test data. Perform QA testing such as functional, regression, usability, integration, cross browser compatibility, mobile, and backend testing.
- Data Compliance: Responsible for DVS Data compliance with data and reports required by local laws, Mayor’s Office, and the Mayor’s Management Report(PMMR/MMR); and replying to external requests for data and reports.
- Systems Development: Design, develop and support DVS CRM to perform as afunctional case management system to track services provided to veterans and their families based on initiatives.
- Data Analysis: Develop and implement data analysis for strategic planning, and for project delivery processes, assess data management needs.
- Technical Writing: For all IT operations and procedures, produce technical documentation for system development projects, manuals, and user guides.
- Service Desk: Participate in Service Desk Management projects that enhance the quality and efficiency of services provided.
- Technical Support: Perform technical support triage for all data applications and connectivity issues when needed
.-VetConnect NYC: Develop and manage DVS’ VetConnectNYC digital portal that connects approximately 225,000 veterans and their families with a full range of care, services, and resources from a network of public, private, and non-profit partners.
- Training: Conduct and participate in trainings when required.

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
- A candidate who is highly motivated and can work independently. - Military and veteran cultural competency - Strong interpersonal skills to build and maintain positive relationships with service providers. - Ability to identify and resolve issues that may arise in vendor/service provider relationships. - Excellent (oral and written) communication and editing skills. - Experienced in Office365, especially Excel and Tableau, or other similar statistical packages. - Ability to analyze, evaluate, and present findings with exceptional attention to detail. - Able to assist non-technical users who depend on technology to perform their jobs. - Ability to manage multiple projects, prioritize tasks, and meet deadlines. - Understanding of financial principles and budget
