Job Description

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

Information Technology Services (ITS) is DSS’s technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.

Information Technology Services (ITS) is recruiting for one (1) Senior IT Architect, to function as Senior Architect Genetec Security Administrator, who will:

- Manage a large-scale, multi-site hybrid environment consisting of Directory, Archiver, and Failover servers, cloud access control, wired IP cameras, and advanced applications such as biometrics, body cameras (BWC), and video analytics.

- Lead large-scale infrastructure projects, act as a subject matter expert (SME), mentor junior staff, and ensure that the security infrastructure is reliable, resilient, and prepared for future AI- and cloud-based solution rollouts. The key responsibilities are: architect and design enterprise-wide federated Genetec Security Center deployments, including high-availability configurations, SQL mirroring, and cybersecurity hardening.

- Partner with the division lead to support long-term CCTV strategy development, including benchmark analysis, value modeling, and transformation planning; guide the organization toward CCTV Security-as-a-Service, ensuring scalability and sustainability.

- Install, configure, and maintain Genetec Directory, Archiver, and Failover servers; manage Synergis cloud access control systems, wired IP cameras, and Genetec storage infrastructure ; perform proactive monitoring, issue resolution, disaster recovery planning, and high-availability support; implement video retention strategies, encryption, watermarking, and mobile access features.

- Lead and oversee large-scale security infrastructure projects, from design to implementation; coordinate with contractors, integrators, and internal IT, database, and facilities teams and provide mentorship, coaching, and training to junior Genetec administrators, building a skilled support team.

- Ensure system compliance with agency and cybersecurity standards, including scheduled patching and updates; create and maintain detailed system diagrams, operational documentation, and reporting dashboards and provide audit logs, usage reports, and system performance reviews to leadership and oversight agencies.

Minimum Qualifications

1. A baccalaureate degree from an accredited college in computer science, information systems, engineering, mathematics or related field and six years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or

2. A baccalaureate degree from an accredited college and ten years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or

3. Education and/or experience which is equivalent to "1" or "2" above.


Preferred Skills

- Hands on experience implementing and supporting Genetec Security Center in an enterprise CCTV environment, including Omnicast video, Archiver roles, Directory, and client applications. - Experience deploying and maintaining Genetec Streamvault systems, including Directory, storage servers, and workstations, with proper sizing, storage planning, and performance considerations. - Strong Windows Server administration skills, including server build and hardening, patching, services, backups, user and permission management, and troubleshooting system issues. - Solid networking fundamentals for CCTV and access control environments, including IP addressing, VLANs, routing basics, DNS, DHCP, and troubleshooting connectivity between cameras, servers, and clients. - Familiarity with camera and encoder provisioning in Genetec, including adding and replacing devices, firmware coordination, and validating video streams and recording status. - Experience with access control systems integrated with Genetec Synergis, including door controllers, card readers, keypads, and door hardware troubleshooting. - Ability to support and troubleshoot field devices and critical security peripherals, including panic buttons, alarms, and related inputs and outputs. - Experience reviewing logs and diagnostics in Genetec Security Center, identifying root cause, and coordinating with vendors, network teams, and site stakeholders to resolve issues. - Strong documentation skills, including maintaining inventory, system diagrams, standard build configurations, and support procedures for CCTV and access control systems.
