Job Description
The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The Compliance Program Manager is responsible for ensuring that contracted organizations meet all administrative, programmatic, fiscal, and contractual obligations established by the Department of Youth and Community Development (DYCD) and City procurement regulations. This role requires a dynamic, energetic individual who enjoys working both in the field and in an office setting. The Program Manager conducts site visits scheduled and unannounced and performs desk reviews to assess compliance, monitor performance, and provide direct guidance to organizations in need of support. Reports must be thorough and provide essential information based on the provider's contractual obligations. The ideal candidate would thrive in a role that includes conducting frequent visits to provider program sites and administrative locations across all the neighborhoods of New York City. They will travel frequently to provider sites across NYS, including outdoor program locations. They must also maintain professionalism in diverse settings. The successful candidate must be able to review and interpret complex contractual documents, understand City procurement rules, collaborate with the Contract development Team and Mayor’s Office of Contract Services (MOCS), stay informed about policy and regulatory updates, and ensure all reports are accurately entered in DYCD’s designated reporting systems. The Compliance Program Manager is also expected to defend findings before oversight entities, including the Department of Investigation (DOI), when necessary. This position plays a key role in policy development, staff training, and ensuring the integrity, transparency, and accountability of contracted programs. The candidate will also participate in Contract processing as part of their staff development to ensure full knowledge of Discretionary contract and grant processes. They will also be expected to participate in RFP proposal reviews as necessary by the agency

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
Strong understanding of City procurement rules, contracting requirements, and compliance practices. Ability to interpret complex contract documents and apply regulatory standards. Excellent communication skills, including the ability to produce clear written reports and deliver training. Comfortable performing site visits, including outdoors and in various community environments. Detail-oriented with strong organizational, analytical, and investigative skills. Experience using DYCD reporting systems or the ability to learn them quickly. Ability to work independently, manage multiple deadlines, exercise sound judgment, and enter data.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
