Job Description
The Office of Labor Relations (OLR) represents the mayor in the conduct of all labor relations between the City of New York and labor unions representing employees of the City. The Commissioner serves on behalf of the Mayor as the City’s liaison with both labor and management in the private sector. The office is authorized by Executive Order 38 (February 7, 1967), amended by Executive Order 13 (July 24, 1990). Additionally, OLR administers the Health Benefits Program, Management Benefits Fund, Employee Assistance Program, Work Well NYC, Medicare Part B Reimbursement and Pre-Tax Benefits & Citywide Programs including the Deferred Compensation Plan and NYCE IRA. In addition to negotiating collective bargaining agreements, OLR serves as a resource to agencies with regard to workforce labor issues and works with the Municipal Labor Committee (MLC) to pursue innovations in a variety of areas, particularly regarding City health insurance programs. The staff at OLR assist their fellow agencies in handling personnel and payroll issues, conducting labor-management meetings, representing the City at representation hearings, and handling all employee grievances and arbitration matters while also negotiating collective bargaining agreements with the City's 149 bargaining units.
Job Summary:
We are seeking a detail-oriented and reliable Operations Associate to support daily administrative and mailroom operations. This role is essential in ensuring efficient handling of incoming and outgoing correspondence, maintaining organized records, and providing general clerical support. The ideal candidate is highly organized, proactive, and capable of managing multiple tasks with accuracy and efficiency. The Operations Associate will report directly to the Assistant Commissioner of Administration and Employee Development. The Operations Associate will handle the following duties daily:
Key Responsibilities:
- Manage the sorting, processing, and distribution of incoming mail and packages in a timely manner.
- Coordinate outgoing mail, including postage, courier services, and shipment tracking.
- Maintain accurate logs and tracking systems for all incoming and outgoing mail and packages.
- Collaborate with carriers such as USPS, UPS, and FedEx to ensure delivery accuracy and resolve issues.
- Perform general clerical duties, including filing, scanning, data entry, and document management.
- Monitor and replenish office and mailroom supplies; assist with inventory management and ordering.
- Provide administrative support to various teams, including handling routine tasks and special projects.
- Ensure confidentiality and proper handling of sensitive documents and information.
- Maintain an organized and efficient mailroom, records system, and supply room.
- Liaise with courier vendors and internal departments to troubleshoot and resolve delivery concerns.
- Develop and maintain Excel spreadsheets and databases for agency and administrative operations.
- Track and manage purchase orders by fiscal year and division with detailed reporting.
- Assist in preparing presentations and materials using PowerPoint for administrative projects.
- Create detailed and sensitive policy forms for agency use.
- Handle physical tasks, including lifting and organizing delivered packages.
- Travel to agencies to handle personnel matters.

Qualification Requirements
1. High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
2. Education and/or experience which is equivalent to "1" above.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
