Job Description
The New York City Department of Youth and Community Development (DYCD) seeks a Finance
Operations & Analytics Analyst within the Office of the CFO. Reporting to the Project Manager of
Finance Operations & Analytics, this role supports complex, agency-wide research and analytical work
that strengthens fiscal operations, procurement performance, compliance monitoring, and financesystem effectiveness across DYCD.
Under the direction of the Project Manager, the Analyst will execute analytical studies and operational
reviews across multiple fiscal and administrative systems; support the design and maintenance of
dashboards, early-warning indicators, and performance metrics; and conduct data validation,
discrepancy investigations, and trend analyses to inform decision-making. The Analyst will help
develop standardized documentation including SOPs, process maps, quality assurance tools, and
decision logs and will produce clear, well-organized reports and presentations for internal leadership
and, as needed, external oversight entities.
The Analyst will work closely with cross-functional stakeholders across the Office of the CFO and
partner units to gather requirements, compile and clean data, test analytical methods, and translate
findings into actionable insights that improve workflow efficiency, reduce risk, and strengthen
compliance and operational performance. Key Responsibilities
-Conduct financial and operational analyses across multiple DYCD systems (e.g., FMS, PASSPort,
internal trackers, reporting platforms) to support forecasting, compliance, and performance
improvement initiatives.
-Build and maintain recurring reports, dashboards, and early-warning tools that monitor key indicators
(e.g., spend/claim trends, procurement cycle times, processing backlogs, reconciliation exceptions).
-Perform data validation and quality-control checks; identify discrepancies and support investigations
to determine root causes and recommend corrective actions.
-Support workflow and process evaluations by documenting current-state practices, identifying
inefficiencies, and helping draft recommendations and implementation steps.
-Develop and maintain SOPs, job aids, templates, and QA checklists to standardize analytical and
operational practices across units.
-Prepare briefing materials, technical summaries, and visualizations for leadership; present findings
clearly and accurately to non-technical audiences.
-Coordinate with stakeholders to collect data, confirm assumptions, and ensure analyses align with
operational realities and policy requirements.
-Maintain organized documentation of data sources, analytical methods, decisions, and versioncontrolled outputs to support audit readiness and continuity.
-Assist with special projects supporting high-priority initiatives, including procurement-related analytics
and finance operations modernization efforts.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
-Strong analytical ability with demonstrated experience working with large, complex datasets and producing accurate, actionable insights. -Proficiency in Excel (advanced formulas, pivot tables, Power Query) familiarity with Power BI or Tableau preferred. -Experience developing recurring reports and dashboards ability to build clear visualizations and performance metrics. -Ability to perform quality assurance, reconcile data across systems, and investigate variances with attention to detail. -Strong organizational and project coordination skills ability to manage multiple priorities and deadlines. -Excellent writing and communication skills, including the ability to summarize technical findings for varied audiences. -Familiarity with non-profit / public-sector fiscal processes NYC systems knowledge (FMS, PASSPort) strongly preferred. -High integrity, discretion, and commitment to thorough documentation and audit-ready work
