Job Description

The New York City Housing Authority (NYCHA) is seeking a strategic, results-oriented Senior Information & Technology Manager (“SITM”) to lead a comprehensive effort to strengthen how the Authority governs, manages, and leverages data. This role goes beyond advisory responsibilities. The SITO will play a key leadership role in identifying opportunities to improve data quality and consistency, addressing long-standing gaps, and establishing clear standards across departments to enhance coordination and alignment.

Under the executive direction of the Senior Vice President (“SVP”), with the broadest latitude for the exercise of independent action and decision-making, the SITM is responsible for directing and coordinating the overall administration, planning, and technical strategy within NYCHA’s Quality Assurance, Safety and Technical Programs (QASTP). The SITM ensures the achievement of the primary objective of QASTP to maintain and continuously enhance the technology, infrastructure, and applications that are in place to support the present and future business requirements of all areas within the Department and at the request of the Chief Operating Officer.

With broad authority for independent judgement and decision-making, the SITM leads a large, complex information technology organization that operates 24/7 to support the delivery of essential services across NYCHA. The SITM ensures that technology platforms, systems, and services are resilient, fiscally sound, and aligned with the agencies’ missions, policy priorities, and operational needs – today and into the future.

This role is central to advancing modernization, improving service delivery, protecting sensitive information, and ensuring that technology serves as a strategic enabler of equitable, effective services for NYCHA residents.

The Office of the SVP for QASTP is recruiting for one (1) Senior Director of Information Services M-IV, to function as SITM, who will:

Key Responsibilities include but are not limited to:

Enterprise Data Governance & Accountability
- Establish and enforce non-negotiable data governance standards across all QASTP departments.
- Identify and remediate critical data gaps, inconsistencies, and reporting failures that impact operations and compliance.
- Implement controls to ensure that no Capital asset transitions to Operations without full system integration (e.g., Maximo, Data Warehouse).
- Hold divisions accountable for data quality, completeness, and timeliness through measurable standards and reporting.
- Develop and enforce enterprise technology governance, standards, and policies related to procurement, data management, and system usage.

Compliance, Oversight & Risk Exposure
- Lead data strategy in support of federal monitor requirements and external oversight.
- Ensure all reporting provided to oversight bodies is defensible, auditable, and supported by verifiable data.
- Proactively identify areas where poor data integrity creates operational, legal, or reputational risk, and drive corrective action.
- Eliminate reliance on fragmented or manual reporting processes that cannot withstand scrutiny.
- Ensure compliance with city, state, and federal requirements.
- Promote transparency, accountability, and effective decision-making across portfolio.
- Provide expert guidance on mandates, regulations, and policy proposals affecting agency technology and service delivery.
- Collaborate with operations and other city agencies such as FDNY and NYPD to advance shared strategies and maximize public value.

Performance Management & Decision Support
- Build and enforce KPI frameworks that expose underperformance and track corrective action.
- Ensure leadership has access to clear, unfiltered, and actionable data, even when it highlights operational shortcomings.
- Support resource allocation decisions (staffing, overtime, capital investment) with objective, data-driven analysis.
- Regularly surface performance risks, missed targets, and systemic inefficiencies.
- Establish and execute a comprehensive, multi-year technology strategy aligned with agency mission, service delivery goals, and citywide priorities.
- Strengthen service reliability, system availability, and operational resilience.
- Foster a culture of continuous improvement, modernization, and responsible adoption of emerging technologies (including upskilling staff as technologies emerge).

Minimum Qualifications


1. A baccalaureate degree from an accredited college and three years of satisfactory, full-time experience related to the projects and policies to be studied in the particular position including
eighteen months of experience in a managerial, consultative, administrative, or supervisory capacity; or
2. A satisfactory equivalent of education and/or experience.
