The Deputy Commissioner for Agency Shared Services, Strategy and Advisory Group will serve as the leader for a group of several OTI divisions whose primary function is to serve external customers, and all applicable citywide agencies. The divisions that will report into this role will include Information Privacy, Cyber Command and Data Analytics teams, as well as a small cohort of Agency Relationship Managers, who serve as primary contacts for agency CIOs and project manager for external queries and service delivery.
This team will be modeled after and will be a combination of 18F, US Digital Service, and CTO from Federal Government. The main goal of this team is to provide thought leadership to all citywide agencies; that includes strategic thinking, governance, setting policy, providing guidelines and best practices, advising on strategic roadmaps in their ownership areas, developing and delivering tools for Agencies to effectuate policies, laws, and regulations.
This role will oversee the team who will be called on to review agencies' technology plans, consult/give advice; review contracts/agreements; review agency needs and use cases; evaluate if the projects the agencies are looking to build will achieve the target goals, outcomes, and impact; assist in making build vs buy decisions; and facilitate agencies finding the right technology to satisfy their (validated) requirements. The team may also build resources to agencies for the life of a project to help supplement their teams with specialized expertise.
This role will be responsible for guiding a team that provides great customer service; develops and hits Service Level Agreements (SLAs) in response times; ensure the teams are driving towards Outcomes, not just Outputs; keeping the teams focused on: "what is the problem we're trying to solve" and well-defined SMART Success Criteria for any project or initiative they take on.
HOURS/SHIFT
Day - Due to the management duties of this position in a 24/7 operation, candidate may be required to be on call, work overtime and/or various shifts such as weekends and/or nights/evenings.
