Job Description
FISA-OPA is seeking a highly motivated and experienced Database Manager to lead the Database Management Team within the Financial Systems division. As a seasoned manager, the candidate will oversee a team of DBAs responsible for administering databases supporting the City of New York City's financial applications (production and non-production), including FMS3 Accounting, Vendex, PIP, Debt Management System (DMS), and IFA Databases running Oracle AIX / Linux platform and Microsoft SQL Server. The candidate will ensure high availability, performance, and security of critical financial systems, and report directly to the FISA-OPA's Director of Technical Services. The candidate for this role will be a self-motivated individual who can work well with other groups in an enterprise wide, large scale matrix environment.
This includes installation, upgrades, configuration, and tuning of Oracle 19c databases, as well as setup and administration of monitoring software, database backups, and job scheduling. The position encompasses the ability to perform all Database Administration technical and planning responsibilities, including developing project implementation and backout planning, designing, configuring, installing, testing, troubleshooting, integrating, performance monitoring, maintaining, enhancing, security management and support.
The candidate will be expected to:
Performance Monitoring
- Ensure that processes are in place to actively monitor online and batch database operations. Monitoring will ensure that system response times are within acceptable levels. Monitoring will ensure that database resources are allocated to support both peak / regular usage levels and that resources are assigned at a level to accommodate support planned growth with an appropriate level of support for unexpected spikes.
Capacity Planning
- Ensure that periodic evaluations of storage are performed to determine if current capacity can meet planned needs or if additional storage must be allocated. The manager will work with all Financial technical teams to come up with a singular needs package that addresses the growth requirements, e.g., disk storage, memory, CPU, database licenses., etc.
New Technologies
- Evaluate new database technologies as requested and during upgrade cycles to determine if technical strategies should be adjusted to align with external trends. Infrastructure Software Version Management
- Within the FMS Infrastructure team framework, ensure that processes are in place to manage the inventory of database product versions and that we remain informed about the life-cycle for the products we operate. Ensure that database system solutions remain on vendor supported product levels and ensure that upgrade projects are initiated in coordination with business, test, and development teams.
Fiscal Planning
- Within the City and FISA’s budget and planning cycle (at the direction of FMS Infrastructure team management), produce a plan that lays out the relevant costs (.e.g, licenses, subscriptions, etc) and software purchase / upgrades as necessitated by: end-of-life for hardware, new business requirements, end of support for software, capacity/growth. Participate in consolidation initiatives for cost reduction, etc.
Database Team Management
- Ensure that the Database team operates as a cohesive group to ensure that systems remain available per service level agreements with business and application teams. Prioritize work, plan and provide leadership to the database team in order to best meet the commitments and project target dates for large and small initiatives.
Personnel Management
The Database Administration Manager is responsible for the direct management, development, and accountability of DBA staff, and will:
- Assign and prioritize work across the DBA team to meet operational and project demands.
- Provide technical guidance, mentoring, and coaching to team members.
- Establish clear expectations, deliverables, and performance standards.
- Monitor work quality, timeliness, and adherence to procedures.
- Conduct regular one-on-one meetings, performance evaluations, and feedback sessions.
- Address performance issues in a timely and professional manner.
- Support staff development, cross-training, and succession planning.
- Manage and participate in the on-call rotations and ensuring adequate coverage for 24x7 support.
- Enable to work with and communicate with team individuals to address concerns with positive enhancements for a cohesive homogeneous team environment.
Duty Roster
- Manage and participate in the DBA duty roster and on-call schedule, including primary and secondary coverage, vacation planning, escalation procedures, and follow-up review of on-call activities to ensure continuous, reliable support of mission-critical systems.
- Share on-call responsibilities on a 24/7 rotation for problem determination, resolution, and off-hours implementations.
DR Events
- Participate in quarterly Disaster Recovery testing and contribute to the development of robust disaster recovery procedures.
- Serve as a lead for matters related to Disaster recovery.
- Attend and report status on all scheduled Disaster Recovery event calls.
Manager Tasks
This role is expected to actively perform and oversee database administration functions while providing technical leadership to the DBA team. Responsibilities include, but are not limited to:
- Hands-on administration of Oracle, SQL Server, and DB2 database platforms across production and non-production environments.
- Installation, configuration, patching, and upgrades of database software.
- Backup and recovery strategy implementation and execution (including RMAN and enterprise backup solutions).
-The setup and administration of monitoring software, database backups, and working with FISA-OPA's Job Scheduling team to implement and support Database backup and maintenance scripts into the Batch Schedule.
- High availability and disaster recovery planning, testing, and execution.
- Incident response, troubleshooting, and root cause analysis for database-related outages and performance issues.
- Development, review, and enforcement of database standards, procedures, and scripts.
- Participation in change management, release planning, and production readiness reviews.
- Direct technical involvement in complex or high-risk database activities.
- Collaboration with Application Development teams to migrate releases and implement data fixes and working with FISA-OPA's integration vendor to obtain permanent fixes for SQL changes.
- Troubleshoot and resolve complex problems in a timely manner, utilize knowledge of Oracle Gateway, OEM Grid Control, DB2 on AIX, and MS SQL Server databases.
- Possess a strong methodology and excellent skills for performance analysis of online, reporting, and batch performance issues, as identified by long running processes or excessive resource utilization, as well as suggestions for SQL and database tuning changes to improve response time. Capacity Planning aspects for the FMS3 Production and non-production databases include monitoring and reporting on disk, Tablespace, and table utilization, growth analysis and recommendations for adding space, as well as DB memory analysis/tuning, review of DB filesystem layouts and recommendations for improved performance.
- Develop and automate processes through scripting to enhance efficiency and reliability.
Technical Experience
Extensive knowledge of the Oracle Database Management toolset on Open System environments preferably on AIX version 7.3 and Redhat 9.0 and above. This includes OEM for performance, monitoring and security implementations.
Strong knowledge of Oracle Patch Management and implantation. Knowledge of Oracle RAC Version 19c installation and configuration. Knowledge of Database capacity planning.
Knowledge of RMAN backup and recovery, along with Veritas Netbackup procedures. Knowledge of Korn Shell scripting.
Knowledge of Microsoft SQL server
Knowledge of Broadcom d-Series workload automation toolset.
Extensive experience with Symantec NetBackup and the support backup and Recovery for day to day operations and Disaster Recovery.

COMPUTER SYSTEMS MANAGER - 10050
1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
