Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF $94,364.00.

ONLY CANDIDATES CURRENTLY SERVING IN THE PERMANENT TITLE OF ASSOCIATE STAFF ANALYST MAY APPLY TO THIS OPENING.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Division of Family Permanency Services (FPS) works with ACS’ contracted foster care provider agencies and other key stakeholders to deliver services to achieve positive safety, well-being and permanency outcomes for children and families in the foster care system. The Division is also responsible for more than 80 contracts worth approximately $500m annually. ACS is implementing a new payment structure that recognizes the fixed costs necessary to maintain adequate staffing and infrastructure in order to deliver high quality services and outcomes for children and families. Monthly reimbursement will be based on an approved budgeted allocation.

The Contract Management Unit will provide oversight and support for all aspects of contract management on a portfolio of foster care and/or residential services contracts which include invoicing, budget review and approval, billing/payments, troubleshooting, communication, and contract evaluation.

Contract Manager responsibilities include but are not limited to:

- Ensure the Contractor is in compliance with contractual requirements, as well as applicable and relevant ACS, NYC, NYS rules, laws, regulations, and policies

- Serve as the primary point of contact to the Contractor for agreed-upon matters per the Contractor Communication Plan and Contract Monitoring Plan and coordinating with other divisions within ACS (e.g., Finance/PPM/ Procurement)

- Review and approve annual budgets and subsequent modification requests; communicate with Contractors clarify budget issues and questions

- Review invoices and requests for payment and supporting documentation submitted by the provider agency and prepared by the CMU Contract Specialist to verify invoices align with services provided in contract terms

- Monitor contract budget (including burn rate), analyze projected spending based on expected utilization, and identify and escalate any budget risks; maintain and generate critical information needed to complete budget monitoring reports and tools; escalates concerns about risks to the Executive Director and the Assistant Commissioner of Contract Management

- Review and analyze fiscal and program performance data including budgets, invoices, expenditures, payment and monthly performance reports. These analyses should inform regular conversations with contract partners and support meaningful, substantive conversations.

- Coordinate the Amendment, Renewals, and Budget Modification process by coordinating with internal Supporting Divisions and Contractor

- Coordinate annual budget contract adjustments based on the Contractor’s performance evaluation

- Ensure completion of ACS close-out tasks as per contract terms

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or

2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.

3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.

4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.

5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.
