THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $$91,394.00 - $98,834.00.
THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ASSOCIATE STAFF ANALYST.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record.
Financial Services Claiming is responsible for ensuring that all of ACS’s expenditures, including those for foster care, subsidized childcare, preventive independent living services, and administration are claimed to the state and federal governments so that we receive revenue reimbursement. Claiming must be done in a timely and accurate manner and according to oversight guidelines, including ensuring that child specific claims are properly researched in terms of funding stream eligibility. Claiming results in more than $2 billion in state and federal revenues per year. Within Financial Services Claiming, we have approximately 28,000 invoices each year. Payment transactions exceed 280,000 annually, totaling more than $2.04 billion dollars in expenditures.
The Claims Analyst will be responsible for the below duties:
Oversee the implementation of Family First Preventive Claiming in the BICS system.
This will entail the following:
- Prepare and reconciling Family first data for claiming purposes. This involves reconciling payments in the PassPort payment system with BICS to ensure accurate claiming amounts.
- Oversee the review and tracking of Family First related claims to ensure final approval and submission for State and Federal reimbursement; monthly compare YTD analyses of claims to log of all submitted claims and to ceiling reports. This person will be working closely with the Deputy Director overseeing Foster Care and Child Welfare Claiming and the Claiming Director.
- Research a subset of non-reimbursable charges to determine if they can be claimed against another funding stream or if not, why they cannot be claimed.
- Coordinate between foster care and welfare claiming areas to ensure that claims are properly and timely submitted in accordance with revenue funding structure.
- Coordinate with the Administrative Claiming team to ensure that all Family First related model developer costs are transferred and claimed on the administrative claim as a direct charge.
- Supervise a team of 2 claims analysts who will help to research, reconcile and prepare the Family First related parts of the foster care and child welfare claim.
- Represent the Deputy Director of Foster Care and Child Welfare claiming, the Claiming director and management at various strategy meetings with Budget, Programs and Payments especially regarding BICS, new revenue initiatives and federal and state claiming directives.
- Communicate with and responding to audit inquiries and agency staff as to proper claiming processes and backup information as needed.
- Respond to requests for Family First related claiming data from Management and other areas.

ASSOCIATE STAFF ANALYST - 12627
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.
4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.
5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.
