The Chief Analytics Officer/Deputy Commissioner for Data Analytics will have a key role in advancing the operations of New York City and enhancing transparency for the residents, business, employees, and visitors to the city. The consolidation of formerly independent offices requires high-level data science and analytics coordination across the multiple divisions of OTI and across the city.
Responsibilities will include, but not limited to:
- Oversee and manage teams working with City agencies, OTI staff, and their data to serve New Yorkers more equitably and efficiently, supports citywide programs, conducts analytics projects to improve City operations, and advances citywide data analytics, infrastructure, integration, and sharing.
- Oversee and manage the NYC Open Data team, which implements the City's Open Data Law, strives to improve the accessibility of public datasets, and advocates for the use of open data in the community.
- Direct and implement the City’s enterprise data and analytics strategy aligning data initiatives with agency priorities and citywide policy objectives.
- Supervise and manage multidisciplinary data teams, including data analytics and engineering staff, while supporting strategic planning, budgeting, resource allocation, and program execution.
- Establish data governance frameworks and drive cross-agency data integration and sharing to improve efficiency, decision-making, and service delivery.
- Provide executive-level guidance to agency leadership on the use of data analytics for program evaluation, performance management, and operational decision-making.
- Define and implement citywide performance metrics, KPIs, and reporting frameworks to measure outcomes and drive accountability.
- Perform other related duties as assigned.
HOURS/SHIFT
Day - Due to the necessary technical management duties of this position in a 24/7 operation, candidate may be required to be on call and/or work various shifts such as weekends and/or evenings.

Preferred Skills
The successful candidate should possess the following skills and experience: - Strong expertise in data architecture, data warehousing, and modern analytics platforms. - Expertise in relational database design and implementation, along with developing and implementing data governance frameworks, policies, and standards. - Experience developing and maintaining data management policies, procedures, standards and guidelines. - Strong knowledge of current and emerging technologies including AI and machine learning, technology directions and strategic application to business needs. - Substantial interest and knowledge of policies and operations of the City of New York. - Strong leadership skills and the ability to work effectively with business managers, IT engineering and IT operation teams. - Ability to balance competing priorities, complex situations and tight deadlines. - Ability to think outside of the box and develop novel strategies for analysis. - Ability to distill complex material into actionable recommendations. - Excellent written and oral communication skills. - Commitment to equity, transparency, and ethical use of data. - Experience driving cross-functional collaboration across technical and non-technical stakeholders.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
