THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $140,000.00 - $155,000.00
THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The Division of Prevention Services (DPS) and its network of contracted providers deliver one of the largest and most diverse continuum of community-based child welfare prevention services in the nation and across New York City to improve safety, wellbeing, and permanency for thousands of families and children each year. DPS focuses on systems improvement, innovation, and strategy initiatives that require collaboration with major partners to address urgent or emerging provider and family needs, city or state mandates, and high priority strategic goals of ACS leadership.
The Office of Program Management and Sustainability is charged with overseeing the implementation of evidence-based and research-informed prevention service models; designing a system to monitor and support programs’ alignment to service model fidelity, contractual expectations, and ACS standards for service delivery; and partnering with contracted providers to ensure services are high quality and socially just. OPMS employs an approach guided by data, research, and the voices of the communities we serve.
The NYC Administration for Children’s Services is seeking an outstanding candidate to serve as the Assistant Commissioner for Program Design and Implementation (PDI) team within the Office of Program Management and Sustainability within the Division of Prevention Services (DPS). DPS and its network of contracted providers deliver community-based services across NYC to improve safety, wellbeing, and permanency for thousands of families each year. The PDI team within the Office of Program Management and Sustainability is charged with overseeing the implementation of evidence-based and research-informed prevention service models; designing a system to monitor and support programs’ alignment to service model fidelity, contractual expectations, and ACS standards for service delivery; and partnering with contracted providers to ensure services are high quality and socially just. DPS employs an approach guided by data, research, and the voices of the communities we serve.
The Program Design and Implementation (PDI) team within the Office of Program Management and Sustainability develops and implements strategies to ensure that the full continuum of prevention programs is implemented in alignment to service model fidelity and in full compliance with NYC child welfare requirements. The PDI team provides ongoing contract management and support for providers and model purveyors working in our prevention continuum. The team holds monthly model cohorts to bring together providers and purveyors to discuss case practice challenges, program data, continuous quality improvement, and implementation to fidelity. The team also hosts trainings and convenings for providers and ACS staff to learn about using data effectively to improve practice, frameworks for effective implementation, and incorporating families’ perspectives into service delivery. Additionally, the team holds monthly administrative meetings with each model purveyor to discuss case practice expectations between child welfare and model requirements. We are seeking an outstanding candidate to lead the team who can support the integration of case practice guidance at monthly cohort meetings and in the ongoing work to oversee prevention programs.
The Assistant Commissioner of Program Design and Implementation will report to the Associate Commissioner of OPMS and will carry out various duties, including but not limited to:
- Manage the day-to-day operations of the PDI team, currently scheduled to consist of a 5 portfolio of programs which includes (1) School Based Early Support Programs, (2) Family Support Programs, (3) Therapeutic and Treatment Programs, (4) Early Childhood Initiatives, and (5) prevention “homegrown” program models.
- Supervise and work with the Directors and Executive Director to develop and oversee an implementation support and fidelity monitoring system to ensure models across the prevention continuum are implemented in alignment to service model fidelity and in full compliance with NYC child welfare requirements.
- Oversee the team’s successful implementation of learning collaboratives among contracted provider staff implementing the same model and model purveyors in order to strengthen evidence-based or research-informed practice, surface and resolve challenges, and share lessons learned
- Oversee the development and continuous improvement of unit’s strategy to define and assess fidelity measures for individual programs and across a cohort of programs implementing a model, support alignment to model fidelity, and charts approaches for improving implementation. This work will be done in collaboration with external trainers and ACS’ Division of Policy, Planning, and Measurement (DPPM).
- Oversee the team’s management of contracts, budgets, and relationships with Model Purveyors.
- Working with the Executive Director to direct policy and planning for the Division of Prevention Services and partnering with internal divisions and contracted providers to continuously improve delivery of prevention services, including by promoting racial equity and social and economic justice, and by ensuring families have a voice in the services they receive;
- Work with the team to support building strong knowledge of prevention contract expectations, ACS standards for prevention service delivery, and service model fidelity to strengthen quality of services delivered to families and overall system performance in collaboration with external trainers and ACS’ Division of Policy, Planning, and Measurement (DPPM).
- Work closely with the Associate Commissioner to implement processes for claiming for Family First Prevention Services Act (FFPSA)
- Direct initiatives to better understand program operations and performance, including utilization and program engagement, and to drive programmatic improvement and evaluation by using data analytics and qualitative methods
- Working with the team to racial equity and social justice lens to the work and helps drive and support initiatives across the portfolio of programs that promote equity, economic mobility, and ensure families are at the center of all decision making
- Apprise DPS leadership on emerging and operational issues, and technical assistance for the provider agencies
- Act as a liaison between ACS and its contracted prevention service providers; facilitating close collaboration with other key City agencies to promote access and availability of needed resources on a community level

ADMINISTRATIVE DIRECTOR OF SOC - 10056
1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or
2. Education and/or experience equivalent to "1" above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows:
(A) A master’s degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience; and/or
(B) Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in “2(A)” above for each year of experience up to a maximum of three years; or
(C) A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.
However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in "1" above.
